Pre Conference Workshop
Monday, 16th November, 2009: Pre-Conference Workshop
“Comparing Notes: Bandwidth Management Techniques in Fixed and Mobile Networks Around the World” Led by: Randy Fuller, VP of Business Development, Camiant
Pal Zarandy, Senior Partner, Rewheel
Managing bandwidth growth via various control techniques has always been part of the internet. However, the mainstream popularity of today’s broadband services has brought these techniques out from the shadows of the network operations center to the front pages of leading newspapers and the halls of government. Few network operators today can manage networks however they see fit.
In this situation, it is important to take a step back and examine the impact and lessons learned from the efforts of a number of fixed and mobile operators that have implemented various bandwidth management techniques, some with success while others found themselves with significant customer and public backlash. The presenters, who have been intimately involved with a number of different bandwidth control efforts for fixed and mobile broadband networks, will take you on a brief trip around the world looking at bandwidth management from a number of angles:
- Guiding business and technical principles
- Alternative approaches
- Cost and profitability impacts
- Consumer survey results
Who will benefit from taking part?
- Marketing & business personnel - looking to understand alternative approaches and economic & business issues behind them
- Technical – what approaches are possible and how well they work
- Regulatory – principles and lessons learned from regulatory & customer communications
09.30 - 10.00: Registration
10.00 - 11.00: Bandwidth Management: Guiding Principles and Overview of Alternative Approaches
- What business and technical principals should apply when considering and developing bandwidth management solutions?
- Who and what is causing the problem and how big is the problem?

- Effectiveness of controlling certain applications (e.g. P2P)?
- How much should be communicated to the customer?
- What are the alternative approaches that have been used around the world?
- E.g. usage caps, overage fees, peak bandwidth controls, application-specific controls, location-dependent charging, network offload
11.00 - 11.15: Morning Break
11.15 - 12.30: Does This Really Matter? The Economics of Congestion & Bandwidth Management
- Detailed cost model for network expansion
